ENERAL INFORMATION
A. DESCRIPTION OF DUTIES AND RESPONSIBILITIES
PURPOSE OF THE POSITION
To contribute to the sound management of the organization and the means and resources it mobilizes
to carry out its missions. He/She contributes to compliance with national and international laws and regulations
to which the organization is subject, as well as with its
contractual commitments. He/she also contributes to the transparency and visibility of
the use of the means and resources entrusted to it.
MAIN RESPONSIBILITIES
Ensure the association's accounting
Perform accounting data entry (general accounting and
analytical accounting, journal keeping, accounting controls/account analysis,
lettrage, bank reconciliations, year-end regularizations, application
of accounting standards) for the organization;
Management, processing and physical and electronic filing of invoices and
other accounting documents; Preparation of payments;
Adaptation of the
analytical architecture and accounting procedures to CERCODE's needs.C and to
contractual obligations with third parties;
Updating the accounting procedures manual and contributing to the updating
of the administrative and financial procedures manual; Preparing the
accounting documentation required for the closing of accounts by the accounting firm
. Ditto for auditing missions by the statutory auditor;
Preparation of resource utilization accounts and other closing accounting tables;
Cross-checks and analytical balances by program;
Preparation of annual declarations of accounts (JO, donor platforms, etc.) and provision of accounting information requested by donors;
Supervision of cash flow forecast.
Participates in the preparation and management of budgets and projects
Prepares and monitors the association's annual budget. Production of
budget updates for management and the Board of Directors;
Production of accounting information required for the preparation and monitoring
of budgets by project and for the preparation of financial reports due to third parties
external;
Participation in the preparation of administrative files for donors
; Control of budgets (uses and resources) by program and by project.
Coordinate financial audits of financing contracts
Prepare and coordinate the selection process for audit firms for
financing contracts;
Coordinate and participate in the preparation of financial audits requested
by donors;
Verify and validate audit reports.
Payroll management and HR management formalities
Verification of pay slips issued prior to payment of salaries;
Preparation of social security and tax declarations relating to salaries and management of
relations with the various social organizations;
Completion of membership/registration of new employees;
Preparation of employment contracts;
Participation in the development and implementation of
the association's salary policy;
Supervision of the proper operation of the leave monitoring tool;
Monitoring and advising management on changes in social standards and rules
.
Manage purchases, service providers, suppliers and premises
Oversee and support the development and implementation of procurement plans by
project;
Carry out regular competitive bidding for service providers and suppliers
related to general services;
Carry out office automation purchases for the head office;
Purchase/validate airline tickets and other services for missions to
abroad and visitors to the Congo;
Participation in the logistical organization of the association's events
(seminars, receptions, auctions, various events);
Infrastructure management (office rent, maintenance, IT equipment,
telephone, internet, mail);
Management of suppliers, service providers and insurance contracts (invitations to tender
or quotations, preparation of contracts or mission letters...);
Management of tax returns.
Contribute to compliance with accountability standards applicable to the association
Monitor and integrate donor procedures in terms of
accountability;
Monitor implementation, contribute to the appropriation and evolution of the association's
procedures in terms of the fight against fraud, corruption,
money laundering and the financing of terrorism.
Providing technical assistance to implementing partners
Checking partners' annual accounts, in particular
consistency between cost and general accounting and consistency with CERCODE.C's annual
accounts, in particular with regard to the recording of dedicated funds;
Checking partners' accounts as part of
audit preparations and budget monitoring by project;
Organizing and checking the feedback of partners' documents (invoices,
procurement procedures, contracts, etc.).
Participate in the governance of the association
Preparation of accounting, budgetary and financial documents for
CERCODE.C's governing bodies (Board of Directors and General Meeting) and preparation of the
treasurer's report;
Production of notes, documents and other information required by the
office and the Board of Directors;
Participation, as convened, in meetings of the office and/or the
Board of Directors.
Participate in the association's general activities
Participate in the association's various internal meetings and, at
request, in meetings with other bodies;
Contribute to improving the association's operating tools and procedures
Organize archiving;
Contribute to other head office activities, according to urgency and priorities.
B. QUALIFICATIONS REQUIRED
Qualities: Results-oriented mindset and sense of Quality; Teamwork and

Education: BAC+5 degree in Accounting and/or Management/Controlling or
other relevant discipline.
Languages: French (written and spoken), essential.
Experience: At least two years' professional experience in a similar position.
Experience in an associative/community environment is an asset.
Computer skills (office software: Word, Excel, Power Point, Internet) and
mastery of at least one accounting software package essential.
